Windows 10 Fall Creators Update is why μTorrent opens itself when the computer starts up.

Because when shutting down PC, any open apps are bookmarked and after reboot/restart, these apps will re-open automatically.

In other words, if you want μTorrent not to open itself, you need to be sure that the application is shut down to shut down before shutting down or restarting the PC.

The solution is to click on the chevron in the bottom right corner to "Show hidden icons" and you will see the green circle for μTorrent.
Right click on it and then click on "Exit" that will close μTorrent and it won't start up the next time you start your computer.
Or go to File -> Exit and next time you start your computer it won't start.

But only if you click on the X in the right corner of the application it will not close it. The application will run in the background and will turn itself on restarting the computer.
